Any way to turn the instrumental sound higher than the vocal sound ?

I lol’ed when I got guitar hero world tour and almost finished it. I liked it so much that I think I became a Guitar Hero fan ! So I was wondering , they made the instrumental sound in songs sound way louder than the voice, is there any way I can do this in Windows ?

If it’s a pre-recorded audio file then no, it can’t be done unless you have the original multi-track studio recording.
Each voice and instrument is on a separate track which allows individual adjustment.
