Yes, and if you only download the video for your own personal viewing, you don’t even need ANY permission.
It is called "fair use" and this is the reason why video recorders for TV are legal, even though broadcast companies in the past tried to make them illegal.

Of course it is. But you shouldn’t repost the video back onto youtube. That would be copyrighting. If you were to put it on your ipod, psp, etc. That would be fine.
